Existing Conditions

The missing segment of sidewalk on Devine Road was identified as a top priority while developing the Citys comprehensive sidewalk management program. It is the only north/south arterial in a 3.5 mile section of central Vancouver that does not have walking or biking facilities even though it is used daily by students from three different schools: King Elementary, MacArthur Middle School, and Ft. Vancouver High School. Devine Road. is a two lane road with little to no shoulder, making walking and biking dangerous. It has wooded and curvy sections with low visibility, limiting the ability of drivers to see people walking or biking. A significant portion of the roadway also has a hill, with slopes of over 24% in some sections, encouraging higher driver speeds. These safety concerns for people walking and biking will only become more acute as the second bus rapid transit (BRT) line on Mill Plain Boulevard and The Heights District Plan gets built out bringing more population and activity to the area.

Description of Improvements

The proposed project will provide a rapid rectangular flashing beacon (RRFB), a 12 foot sidewalk, a 10-ft. protected multiuse path, and an 8 foot walkway to facilitate safer connections for users of all modes between Mill Plain Boulevard and E 18th Street. These improvements would provide important access for people walking and biking to the three schools in the area, the Burnt Bridge Creek Trail, and future amenities in the Heights Redevelopment District, which is currently in the planning stage with a vision to include a mix of housing, shops, restaurants, services, and will bring increased vibrancy to the area. Please note that the RRFB that is integrated into the overall project has been funded under a separate contract through a Washington Traffic Safety Commission grant and is not included in the budget. It will be finished Spring 2020 and in place prior to implementation of the sidewalk and multiuse path along Devine Road.
