Existing Conditions

The Town of Pe Ell has only two major intersections. The one where the proposed project would be constructed is located at the intersection of SR 6 and Pe Ell Avenue. This is the closest major intersection to the Pe Ells only school, located 1 block west. The northeast corner of the intersection has a Rectangular Rapid Flashing Beacon (RRFB) that provides crossing of SR 6 to the school. The southeast corner of the intersection has a restaurant (Eveys Cafe). Pedestrians can access the intersection from sidewalks on each side of all roadways entering the intersection. However, the sidewalk in front of the restaurant has been used for straight pull-in parking for years and pedestrians have to walk behind the vehicles and into the paved SR 6 road section. It is not the lane of travel nor is it a parking strip since it is too narrow for straight pull-in parking if the sidewalk is not to be parked upon.

Description of Improvements

The existing sidewalk is significantly damaged from years of vehicles parking on it. The solution is redirecting the alignment of the sidewalk closer to the building but still within the Right-of-Way and adding curb and gutter to protect pedestrians and direct storm water to existing catch basins. Parking would then be changed from straight pull-in parking to angle parking for that section in front of the Caf only. The remaining sidewalk to the south of the Cafe would be replaced to 7th Avenue due to its poor condition.
