Existing Conditions

Willapa Place Way serves the communitys primary grocery/department store, gas station and provides access to doctors offices within the project limits. In addition the Ocean Ave. intersection also provides access to a community clinic and veterinarian office. The restaurant and fuel station on Willipa Pl are heavily used by commuters. The supermarket on Willapa Pl Way is the primary supermarket used by the communities of Raymond, South Bend, and the surrounding areas of Pacific County. Willapa Pl. Way bisects the Washington State Parks Willapa Hills Trail that runs between South Bend and Chehalis. The roadway has poor geometrics and inadequate drainage, there are no publicly owned drainage facilities within the project limits. Franklin street provides access to the Weyerhaeuser log storage and scaling yard, a truck fueling station, public boat launch and connects residential areas to US 101 and downtown. The high volume of heavy vehicles on this section has caused the roadway pavement structure to fail with heavy alligator cracking and pot holes requiring frequent maintenance and patching. Barnhart Street is in poor condition and is due for an overlay.

Description of Improvements

Willapa Place Way suffers from ponding water and flooding that regularly occurs during heavy rains. The project proposes to slightly raise the roadway profile, correct the roadway geometry and to add curbs, gutters, catch basins and conveyance. The proposed solution for Franklin Street is to rebuild the 550 foot section using the FDR process. Barnhart street will be paved with with 2 inches of HMA with limited pavement repair/prelevel.
