Existing Conditions

Fort Colville Elementary School is located just south of the project with frontage on the Ivy Ave/Summit St intersection. Most housing in the area lies north of the school, and currently there are only sidewalks from Ivy/Summit to the school, but nothing connecting the residences north of Hawthorne Ave to the school. Summit had a crash just south of the Silke intersection in 2018, which involved excessive speeds. The roadway along the entire length is also in very poor condition and is need of replacement. Also, the City will replace all wet utilities under the road prior to, or as part of this project.

Description of Improvements

This project would add an RRFB at the intersection of Hawthorne and Summit to increase driver awareness and safety for students walking to school. Sidewalk would also be installed on the west side of Summit St from Ivy to Silke. These pedestrian improvements will implement suggested improvements from the City of Colville Pedestrians, Bicycles, and Trails plan. Additionally, a road diet along Summit to take the 40 to 44-foot current asphalt width down to 38 feet (8 parallel parking each side and two 11 travel lanes) and intersection redesign at the Summit/Silke intersection. The road diet portion of this project will serve to mitigate the excessive speeds while providing the added benefit of providing space for the pedestrian facilities without excessive disruption to the adjacent properties.
