Existing ConditionsN. 3rd St. is one of three collector streets in Dayton, located north of Main St., that crosses Patit Creek. N. 3rd St. runs almost the full length of Dayton, north to south, and has frontage along the properties for the elementary, middle, and high schools and Columbia County Courthouse. The existing pavement on N. 3rd St. between Dayton Ave. and Main St. is failing, with pavement condition ratings varying from 36 to 24. Due to the close proximity of the schools, this is a main walk route. The existing sidewalks are broken and uneven and most lack ADA ramps. The existing railroad crossing does not meet ADA requirements. The pedestrian bridge over Patit Creek is in poor condition, with substandard railing. |

Reconstruct N 3rd Street from Dayton Ave to Main St with full depth reclamation and cement-treated base. Reduce the pavement section through a road diet between Commercial St and Patit Ave Replace the existing curb, gutter, and sidewalk and install new pedestrian ramps from Dayton Ave to Main St. Improve the railroad crossing to meet ADA requirements.
