Existing Conditions

Ruston is experiencing unprecedented growth within the Point Ruston district and revitalization within the Pearl District. Improving connections to businesses, services, and parks is crucial to support the longevity and well-being of Rustons citizens and economy. 53rd Street is a vital neighborhood collector, connecting tourists and at least 178 residences to restaurants, medical services, and other businesses within Rustons commercial districts. The Community Center, business offices, Police, and Promontory Hill Park are located on the east end of 53rd, and the street also serves as an important local access route during heavy Vashon Island Ferry traffic and tourist events at Point Defiance. The existing driving surface has a PCR of 59 and needs grind and overlay to prevent degradation, and most pedestrian facilities are not ADA compliant. Installation of ADA compliant ramps, high visibility crosswalks, and traffic calming elements will increase comfort and safety for all users.

Description of Improvements

In addition to grinding and overlaying the existing roadway, the project would include removal of existing non-compliant ADA ramps, new curb, gutter and ADA compliant ramps, edge grinding of existing asphalt, grade correction, grinding of non-compliant crosswalks, repainting/thermoplastic of street markings such as stop bars, lane markers and fire lanes. The project would also include replacement and addition of traffic control and way-finding signs as well as construction of high visibility bulb-out crossings which will minimize crosswalk width and increase pedestrian safety. Costs not covered by the grant will be covered by local funds. Overall, the project will enhance safety, provide a better road surface, foster economic development, and increase connectivity for homeowners, tourists, employees, and businesses.
