Existing Conditions

5th Street from E to S represents the poorest rated contiguous stretch of street in the entire town of Lind. The fact that this street ends at the Towns High School complex on one end and at the primary access to the WSU dryland wheat research complex at the other makes this a key thoroughfare. In addition to the traffic to the school and research complex the route is heavily used by grain trucks accessing fields to the East of Town. Intersections on the Eastern end of Town have had numerous instances of property damage from vehicles cutting these corners too closely. Furthermore, there are no ADA compliant crossings along 5th. One additional spot at the intersection of 3rd and I has one very non compliant pedestrian crossing.

Description of Improvements

Demolishing and replacing the base along the travel lanes of the three blocks of this street would provide a cost effective, long term, resilient street serving key entities within the Town. Adding minimal sidewalk to bridge gaps on both sides of the street will provide contiguous sidewalk access to one of only two East West crosswalks serving the High school. New ADA ramps along all of 5th will allow for proper crossings but has been included as an alternate to control costs. Adding signage and limited curbing will provide clarity for truck drivers coming and going to fields and the research complex and minimal curbing at select locations will further help direct truck turning movements to reduce property damage. In addition to the above, a single ADA compliant transition at 3rd and I would address a key access need to the downtown businesses and public buildings.
