Existing ConditionsFederal Avenue connects SR 155 to Main Street, the Central Business District, and Spokane Way. Federal Avenue and Spokane Way are used as a bypass of the intersection of SR 174 and SR 155. The pavement shows signs of distress including transverse cracking, longitudinal cracking, and alligator cracking and is in need of restoration. There is also a gap in the sidewalk system between Main Street, SR 155, and the pathway leading to Grand Coulee dam. The downhill block of the street is constantly damaged by even small storm events that create localized flooding. |

The travel lanes will be pulverized, treated with cement, and repaved. Following this work, the entire surface including the parking lanes will be chip sealed. The existing pavement appears to be a thin BST layer and it is unlikely that planing would provide an acceptable base for an overlay. Sidewalk and storm drainage facilities will be added on the northwest side of the road between Main Street and SR 155. Storm drainage facilities will also be added between Spokane Way and Main Street to collect and infiltrate stormwater and prevent damage to the downhill section of the street.
