Existing Conditions

The existing school facility layout presents safety risks for children and other members of the community. There is no dedicated, safe area for school bus loading and unloading, making it necessary for children to walk through parked cars and the street to get to and from the buses. There is no dedicated pick-up/drop-off area for parents transporting their children to school. The sidewalks around the perimeter of the school are intermittent and in poor shape, making passage difficult for both pedestrians and school children in this residential neighborhood. The area is flat, with no drainage structures or curb & gutter, and this creates issues with standing water and dangerous icy areas in the winter. The lack of curb & gutter also makes it difficult to control parking. The Oroville School District has been losing students to the nearby Tonasket School District, in part due to unsafe, rundown conditions at the school grounds.

Description of Improvements

The project will provide a safe school bus loading/unloading zone on Ironwood Street, away from parking and traffic. A pick-up/drop-off zone will also be delineated on Main Street to improve safety. The sidewalk system around the perimeter of the school will be improved, with sidewalk sections in poor shape being replaced and missing sections being constructed, which will result in a continuous pedestrian route. Sidewalk bulb-outs and ADA ramps will be constructed at the intersections to improve pedestrian safety. In areas with adequate street width, landscape buffers will be constructed to add to pedestrian safety. A drainage system and curbs & gutters will be constructed to alleviate drainage issues and parking problems. Main Street and 9th Avenue will get an asphalt overlay, as the PCR scores on these streets range from 64 - 68. Parking areas will be delineated and striped in order to better control vehicular parking around the perimeter of the school grounds. School zone flashing lights with vehicle speed feedback will be installed on Ironwood Street to improve pedestrian safety.
