Existing ConditionsThe Town of Rosalia has been working to replace damaged asphalt sections of Whitman Avenue, which is the Town's main thoroughfare and business center. There are concrete panels underneath the asphalt that are from the construction of the palouse highway in the 1950's. Over the years these panels have differentially settled and heaved causing an uneven road surface and transverse cracking at the joints of every panel. It is apparent that the panels have failed structurally in a portion of the roadway. This segment of Whitman Avenue is the last one that has not been improved. |

The wearing surface of the roadway will follow the condition of the underlaying base material. Any improvements made without removing the concrete panels will eventually suffer from their movement. Therefore, the solution is to remove the concrete panels beneath the asphalt and replace it with compacted aggregate and hot mix asphalt.
