NE 4th Ave is in need of resurfacing, drainage improvements, and does not provide pedestrian connection between the schools and E. Stella Street which is a primary route used by children. Additionally the crossing at E. Park Street and E. 2nd Ave is a heavily used pedestrian crossing on the primary north-south street in the City.
