Existing Conditions
8th Ave. is a commuter route linking south Spokane, Spokane Valley, and growing residential neighborhoods in Spokane County. 8th has sufficient capacity for its vehicles but fails to provide non-motorized facilities for one of the citys most disadvantaged neighborhoods (22% poverty, 14% non-English speaking, 27% over 65/under 10). In 2017, the City built 2,000 feet of sidewalk on 8th from Dickey to Thierman. In 2021, TIB funded 900 feet of sidewalk from Park to Coleman, which goes to construction in 2023. The citys comprehensive plan calls for sidewalk and bike lanes on 8th through the project. Transit serves the site every 30 minutes and bus users stand in the dirt shoulder while waiting at 8th and Thierman. Lastly, the citys Local Road Safety Plan identified hit-pedestrian and hit fixed object crashes as two of the citys most prominent fatal/serious crashes. These crash types most frequently occur on unimproved arterial streets (i.e. no curb or sidewalks) exactly like 8th Ave.
