Project Description

Walla Walla County proposes to construct 6-foot wide curb, gutter, and sidewalk on the north side of Abbott Road between Scarpelli Street and existing sidewalk past the curb return at the intersection of Abbott Road and Fern Avenue. Walla Walla Public Schools will construct bulb-outs and ADA ramps at the intersection of Scarpelli Drive and Abbott Road, and at any additional crossings within project limits. Further, Walla Walla Public Schools, Walla Walla County, and the City of Walla Walla are collaborating to determine the best measures to improve safety at the Abbott Road/Fern Avenue intersection, to be completed at a later date, outside the scope of this project. Those measures will address, at a minimum, fully accessible crossings and improved sight distance, and may include solutions such as a mini-roundabout.

Existing Condition

Abbott Road provides direct access to Walla Wallas public high school, Wa-Hi, and lacks contiguous pedestrian improvements within project limits Abbott Rd has sidewalk on only the south side of the road. Abbott Road also provides direct access to Murr Field, which includes sports fields and a walking path. Student drop-off and transit access to Wa-Hi are located on Abbott Road. This area experiences high levels of congestion and has an APMVM over 17. A school bond was approved in 2018 improvements funded by that bond include revising the existing student drop-off area on the south side of Abbott Rd, including parking, sidewalks, bulb-outs, and crossings.Part of Abbott Road is under the city jurisdiction, and the citys identified the Abbott Road/Fern Avenue intersection as the third highest intersection safety concern in the city. Walla Walla Public Schools, the county and the city are collaborating to improve safety.
