Existing problems with NE 99th Street include - An 11-block gap in the roadway, pedestrian facilities, and utilities between NE 94th and NE 105th Avenues - Lack of arterial and collector roadways in the project area. - Intermittent, non-ADA compliant sidewalks between NE 105th avenue and SR 503 - No pedestrian crosswalks - No bike lanes - No channelization - Fifty-seven fixed objects within the clear zone - Poorly aligned intersection at NE 99th Street/NE 107th Avenue - No access control - Intermittent stormwater collection with no stormwater management/treatment facilities - Areas of slope instability - Limited sight distance at intersections and driveways.

Project Description
Clark County's transportation network is organized to have arterial roadways spaced every one mile, with collector roadways in between the arterials at every half-mile. In the project area, the east-west arterials are NE 119th Street (minor), one mile to the north, and Padden Parkway (principal) 0.8 one mile to the south of NE 99th Street. There are no collector roadways between Padden and NE 119th Street in the project area, so NE 99th Street must function as both an arterial and a collector when completed.
