Barker St. was originally constructed with several layers of chip seal over the existing ground (no known base). The roadway has severe alligator cracking and is slowly failing. Barker is the main route for High School buses and traffic heading East, then North to the major housing development on the North side of SR 902. This route is used by cars, bikes, and pedestrians. There are no bike or pedestrian facilities from Washington St. East to Stanley and the 24' road is shared by vehicles, bikes, and pedestrians. High School students and the community in general use the City's park on Barker on a daily basis and there are no facilities for bikes and pedestrians.

Project Description
The proposed solution is removal of the existing chip seal/pavement layers and construct a Full Depth Reclamation of the roadway base followed by new hot mix asphalt. It is proposed to narrow the traffic lanes to 11' to slow traffic and the section from SR 902 East to Washington is wide enough to add 2 bike lanes. It is proposed to widen the roadway from 24' to 30' from Washington East to Stanley to provide 2 new bike lanes. A sidewalk is proposed on the North side of Barker St. This will shorten the sidewalk gap to 2 missing blocks on Stanley to complete the entire sidewalk system from the High School to the Fox Hollow housing development North of SR 902. The City is planning to apply for SRTC and WSDOT Ped. funds to complete the 2 blocks on Stanley as part of their application to upgrade the handicap ramps on Lake St. New turn lanes are proposed at either end of Barker St. and on the North leg of the Washington/Barker intersection to relieve school and event traffic and bus congestion and waiting times on Barker.

Project Benefits
- The proposed project adds bike and pedestrian facilities to and from the High School and City Park. The FDR would restore the road to proper working order capable to long term bus use. The turn pockets would relieve congestion on school days and evening events where cars and buses pour out of the High School parking lot.
