Sullivan Rd. has over 22,000 vehicles per day and the pavement condition index (PCI) varies from 26 to 58. Existing stormwater facilities consist of drywells directly discharging polluted runoff into the region's sole-source aquifer without any pre-treatment. Sidewalk gaps on the west side between 4th & 8th Ave. create a dangerous environment for non-motorized users accessing transit, schools, residences, adjacent businesses and nearby commercial corridors. The street serves a growing population of residential and commercial traffic, connecting residences to Central Valley High School at 8th Ave., the Appleway Trail, and commercial corridors on East Sprague Ave. and North Sullivan Rd. which include Sullivan Square, a Walmart Supercenter, Interstate-90, the Spokane Valley Mall, and the Spokane Business & Industrial Park. The corridor's traffic congestion continues to increase due to residential growth south of the city limits. Project Description
The project will first protect and restore the resilience of the full-depth road section by providing a heavy grind and overlay of the existing asphalt wearing surface and by providing full-depth repair at spots with localized failure (i.e. patching). Restricted turning movements (via extending the curbed median near Sprague Ave.) is expected to reduce the number of left-turn angle-T collisions caused by vehicles using the commercial driveways and crashing with north-south traffic on Sullivan Rd. Also, revised striping/channelization at the intersection of 4th Ave. will install north/south left turn lanes from 4th Ave. to Sullivan Rd., improving intersection safety and capacity. Stormwater improvements include a combination of new catch basins, drywells, proprietary water quality technologies and bio-infiltration swales. Sidewalk improvements provide nearly 925 feet of infill on the west side between 4th and 8th Ave. and will eliminate the sidewalk “gap” within the project limits. New ITS infrastructure (fiber and cameras) will be installed from Sprague Ave. to 8th Ave., extending the network south by connecting the signals at 4th and 8th Avenues to the regional ITS network.

- Sullivan's PCI will be restored to 98 or better. The project improves traffic safety and efficiency for users at commercial driveways near Sprague Ave. and for left turning vehicles at 4th Ave. Stormwater improvements will satisfy current standards and protect the sole-source aquifer. New sidewalk infill will provide non-motorized users more safety and connectivity to transit, trails, schools, shopping centers, and residences. ITS expansion will improve performance and align with regional ITS efforts.
