The Hoag/Laventure intersection is the highest volume unsignalized intersection in the City of Mount Vernon. It supports between 17,000 and 21,000 entering and exiting vehicles per day, depending on the time of year, traveling to a variety of destinations such as Skagit College, the College Way Commercial District, Burlington, and I-5. The intersection currently operates at an LOS of E and generates queues in excess of 200 feet on each leg during morning and evening peak hours. Because of its central location to communities feeding these destinations, it has become a significant bottleneck to the corridor over the last decade.

Project Description
Planned improvements to this intersection include - Installation of an eight-phase signal system. - Two-inch grind and overlay to restore pavement defects and re-establish crown. - Sidewalk improvements to include closing two gaps in the alignment. - ADA ramp reconfiguration (shorten pedestrian crossing distance). - Positively established bike lanes. - Full intersection lighting. - A new transit pull-out on west-bound Hoag Road. - Underground aerial utilities required for signal clearance (not eligible). These improvements will remove a key bottleneck greatly decreasing the congestion in this corridor and increasing accessibility to jobs and commercial destinations in north Mount Vernon and the surrounding area. Pedestrians and bicyclist will have vastly improved access between the College and the YMCA which has become a substantial non-motorized generator for this locality.
