The proposed project includes 1) Main St from 4th Ave (State Route 6) to the intersection of Chehalis Ave and Kelso Ave, and 2) Kelso Ave from Main St to the bridge approach crossing Stowe Creek. These two projects constitute a single contiguous stretch of roadway. The condition of the Main St section is classified by TIB as an arterial with a PCR score of 45. Main St, on its east side has intermittent sidewalk with a majority being substandard. The west sidewalk will remain. However, aside from the intersection at 4th Ave (State Route 6), ADA access is not compliant. WSDOT, in August 2020, resurfaced the intersection of 4th Ave and Main St and installed new ADA compliant ramps at that intersection. The condition of Kelso Ave is classified as an arterial by TIB with a PCR score of 52. There are no sidewalks on Kelso Ave, which perpendicularly crosses the Willapa Hills Trail State Park trail immediately west of the bridge deck crossing Stowe Creek.

Project Description
The roadway section on Main St will receive a grind and overlay while Kelso St will be a full depth reclamation. Main St from 4th Ave (State Route 6) to the intersection of Chehalis Ave and Kelso Ave will include an ADA compliant sidewalk, curb, and gutter on the east side of the roadway. ADA compliant ramps will be added to the west side of Main St at two locations the southern terminal end of the street and at Town Hall. Kelso Ave from the intersection of Main St and Chehalis Ave will include a sidewalk on the south side of the roadway that will connect to the existing pedestrian crossing of Stowe Creek, thereby connecting the sidewalk system on the east side of the Stowe Creek bridge to that of Main St and the Willapa Hills Trail State Park. The bridge crossing Stowe Creek, its approaches, and the pedestrian crossing are not part of this TIB project.
