Pioneer Avenue is the most utilized arterial in the City and a vital link for commercial traffic. The street serves the downtown business corridor. The pavement is aging and becoming deteriorated. The City is beginning to spend more time and resources on patching this section of roadway. There are also pedestrian safety issues at the southwest corner of Pioneer and 4th. Seven out of 8 curb ramps in this corridor do not meet ADA requirements. The Storm drain inlets are the older style that are a hazard to bicycles. This project will provide an opportunity for continuation of systematic improvements to the entire Pioneer Avenue Corridor. The City has secured future funding for the adjacent segment of West Pioneer from Main to 4th.

Project Description
Grind the existing pavement to 1 inch depth and install an HMA overlay with 2 inch depth at the crown to 1 inch at the extents to improve cross drainage which extends pavement life. The majority of the south sidewalk and curbs will be maintained. The north sidewalk, the sidewalk at the southwest corner of the 4th Street intersection, and 7 of the 8 pedestrian ramps will be upgraded to meet current standards. A pedestrian and traffic hazard at the southwest corner of 4th and Pioneer will be reconfigured to narrow the access approach to provide definitive access for the neighboring business.
